During the decade, the number of professionally trained social workers employed by the central office of Catholic Charities increased from three to eighteen. Although informal Catholic foster care arrangements were not unheard of in , the introduction of a large and organized foster program became possible only after large amounts of public money became available for the care of these children.
Less visible but no less significant were religious authorities who gave unprecedented attention to families.
